Thomas L. Lapka

Thomas L. Lapka is a partner in the law firm.  His practice area primarily involves affordable housing, real estate development, corporate and business law, zoning and land use law, and landlord/tenant matters.

Mr. Lapka has a recognized practice providing comprehensive legal services for the developing and financing of affordable housing and community development projects.  He represents numerous developers, non-profit agencies, local housing agencies and public housing authorities.  He advises clients on the programs and requirements of the Michigan State Housing Development Authority, HUD, FHA, and USDA-RD.  He addresses legal issues involving single and multi-family housing, bond financing including taxable bonds, all aspects of low-income housing tax credits, historic tax credits, new market tax credits, and public housing development including mixed-use projects.  He also assists clients with zoning, land use, and general real estate development issues including tax abatement and PILOTS.

His experience also includes the formation of corporate entities, limited liability companies, limited partnerships, limited dividend housing association limited partnerships and non-profit housing corporations, the syndication of low income housing tax credits and commercial financing.
Tom is a member of the Ingham County Bar Association (Board of Directors 1993-1995); Member of the State Bar of Michigan (Delegate to Representative Assembly for 30th Judicial Circuit 1994 – 1998); Member of the Real Property Law Section and Business Law Section; Michigan Housing Council; Past President of Central Michigan University National Alumni Association (2000 – 2014); Mediator for the commercial law panel for Ingham County Circuit Court; President of the Capital Area Housing Partnership (current); and Board Member of Grange Acres Non-Profit Housing Association (current).
